Tukes and supervision
The Finnish Safety and Chemicals Agency (Tukes) is the licensing and supervisory authority for articles of precious metals, which supervises the compliance of articles and maintains the responsibility mark register. Tukes promotes the safeguarding of the consumer's financial interest and fair competition between companies. The Ministry of Economic Affairs and Employment steers and supervises Tukes’ activities and prepares regulations.
Tukes:
- supervises the market for articles of precious metals on a risk-based basis throughout the country
- approves and registers responsibility marks, locality marks and assay office marks
- participates in the drafting of regulations
- provides information on regulations and amendments to these as well as other matters related to the precious metals sector
- advises entrepreneurs and consumers on issues related to the precious metals sector
- approves assay offices and supervises their operations and authorises CCM marking
- engages in stakeholder cooperation and
- participates in international cooperation and development in the field, including for the Hallmarking Convention.
Tukes supervises articles of precious metals on the Finnish market. During an enforcement or inspection visit, the marks on articles are examined and jewellery is possibly purchased for further analysis. At the same time, the requirements of precious metal regulations and other compliance issues can be discussed.
