The Court of Justice of the European Union issued a preliminary ruling on 19 January 2023 concerning the processing, placing on the market and sowing of plant protection product seeds containing thiamethoxam and clothianidin. According to the preliminary ruling, plant protection products containing thiamethoxam or clothianidin cannot be granted a derogation in case of emergency situations in plant protection in the future.

The plant protection products register and biocide register are now part of the KemiDigi online service. The plant protection products register contains all plant protection products authorised for use in Finland, and the biocide register all the biocidal products authorised for use in Finland.

Operators placing on the market or distributing plant protection products are required to submit a chemical notification to the KemiDigi system maintained by Tukes for those products for which a chemical notification is required, as specified below. In addition, for plant protection products for which a chemical notification has been submitted, the notifier must report quantitative information through the KemiDigi system by the end of February each year.

Who is responsible for the safety of a chemical product?

The Finnish Safety and Chemicals Agency (Tukes) has investigated an accident that took place at a waste processing and recycling plant in Järvenpää on 19 September 2022 in which the spread of a toxic gas generated in a dangerous reaction caused the death of an employee. During the investigation, significant deficiencies were discovered in the assessment of and preparation for risks in processing equipment.

2.5.2025 | Starting from May 1, 2025, the decisions for authorization plant protection products will be changed to table-form usage instructions instead of verbal instructions. Tukes will no longer attach verbal usage instructions to authorizations; instead, the official instructions will be provided in the "Usage and Restrictions" annex containing the instructions for use -table. The aim of this reform is to streamline the authorization process and improve the clarity of the instructions.
