Ice safety in consumer services

This webpage contains Tukes' instructions for service providers on ice safety. The instructions are intended for everyone who organizes consumer services or events open to the public on natural ice. In a service or event organized on ice, the organizer's task is to ensure compliance with the Consumer Safety Act and ensure that customers can spend their free time safely on the ice.

  • 1.

    Plan

Define and document what will be done on ice and what it requires. Identify the obligations of service providers. Provide safety training for your personnel. Also define when services cannot be provided.

  • 2.

Measure and monitor the load-bearing capacity of ice

Identify the formation and structure of ice. Identify different conditions. Measure the thickness of clear ice at sufficient intervals. Actively monitor any changes in ice.

  • 3.

Prepare for ice rescue and hypothermia

Select the correct safety equipment for working on ice and rescue operations.

  • 4.

    Guidance and notifications

Provide users with guidance in your services. Identify changing conditions and communicate them.

  • 5.

    Closing the service

Estimate when your service or event needs to be interrupted and closed. Consider the communication channels to be used. What did you learn during the season?
