New legislation on the transport of dangerous goods

The new Act on the Transport of Dangerous Goods entered into force on 1 September 2023. The purpose of the new legislation is to clarify the responsibilities pertaining to the transport of dangerous goods, promote the safety of transport and improve supervision.

Obligation to register tanks and pressure vessels

In Finland, over 450-litre tanks or pressure vessels intended for the transport of dangerous goods must be registered in the equipment register of Tukes. In the new Act on the Transport of Dangerous Goods, the registration of tanks has been extended to apply to non-pressurised tanks. The registration does not apply to IBC because it is packaging. Registration of the tanks subject to the registration obligation in accordance with the new law takes place in connection with the next check. Read more: Compliant tanks

-40°C resistance requirement for to gas cylinders

When selecting a metal for the manufacture of an over 1-litre pressure vessel and to ensure the weldability as well as the durability of the welding, the durability of the material against brittle fracture up to a temperature of -40ºC must be taken into account, unless a lower temperature has been specified for materials belonging to a different class, the metal in question or pressure vessels. While the previous requirement applied to pressure vessels of all sizes, the durability of the smallest gas cylinders no longer needs to be demonstrated with a marking. Report on TDG accidents or incidents

When there is an accident or incident related to the transport of dangerous goods by road or rail, the loader, filler, carrier and recipient must submit a report of the it to Tukes. Previously, any accidents related to the transport of dangerous goods by rail were reported to Traficom. However, in accordance with the new Act on the Transport of Dangerous Goods, the report is submitted to Tukes. Read more: TDG accident report
