Construction products
A construction product is a product or product kit that is permanently affixed to construction works and that influences the essential technical requirements of the construction works. The essential technical requirements are specified in the Land Use and Building Act and the decrees based on the Act.
Responsibility for the safety and compliance of sold construction products lies with the manufacturer, importer, manufacturer’s authorised representative or fulfilment service provider.
The distributor (seller) is subject to obligations pertaining to the verification of safety. A construction product must be safe, and it must not cause any health hazards.
The EU Construction Products Regulation applies to
- construction products covered by harmonised European standard; or
- construction products for which the manufacturer has obtained a European Technical Assessment (ETA).
If the product is not included under the scope of application of the Construction Products Regulation, the requirements pertaining to it are specified in the Land Use and Building Act and the decrees based on the Act. The Ministry of the Environment has specified essential technical requirements for specific construction products, and these must be met.
The Act on the Type Approval of Certain Construction Products (954/2012) applies to the approval procedure of construction products used in construction when the products are not included in the scope of application of the Construction Products Regulation.
