Reporting quantitative information

Quantitative information is reported in KemiDigi about/for?:

  • chemicals placed on the Finnish market for which a chemical notification is submitted to Chemical Products Register, 
  • nationally approved biocidal products
  • plant protection products 

Quantity reports will be available in KemiDigi at the beginning of the year, and they must be submitted to the authorities through the system by the end of March.

In addition, the company’s Chemical list maintained at KemiDigi may provide quantities of chemicals for example, for environmental permits.

Quantities about chemicals for which chemical notification is submitted

The notifyer of a chemical must submit also information about the annual manufacturing and importing quantities. Quantities placed on the Finnish market during the previous year are given to KemiDigi in tonnes as accurately as possible. The quantity report  will automatically include all the company’s chemicals for which a chemical notification was available during the year in question. Chemicals cannot be added to the quantity report or removed from it. Quantity information is not requested regarding chemicals for which a chemical notification was submitted voluntarily.

Information about the quantities of chemicals is used to estimate the quantities of chemical substances available on the Finnish market, including how many tonnes of 2-propanol were available on the market in 2019. The information published by the chemical products register cannot be used to draw conclusions concerning the quantities of individual chemicals.

Information in the national product registers of Finland, Sweden, Denmark and Norway is updated annually in the SPIN database (Substances in Products in the Nordic Countries), in which users can search for information about the quantities of substances available on the market in the Nordic countries. 

Quantitative information related to biocidal products

Authorisation holders must submit information about the quantities of biocidal products they have made available on the Finnish market to Tukes annually through KemiDigi. 

All the products for which the authorisation was valid during the year in question included in the Tukes biocides register in KemiDigi will be entered automatically in the quantity report of the authorisation holder. Products cannot be added to the report or removed from it. 

Quantitative information must be entered in the quantity report for biocidal products in kilograms.

Biocidal products with a Union authorisation throughout the EU in accordance with the EU Biocidal Products Regulation are not included in the KemiDigi biocides register, as they are only available in the register maintained by the ECHA. If a chemical notification has been required for a product with a Union authorisation, the company that prepared the chemical notification must submit quantitative information accordingly. In addition, during the transitional period of biocide regulation, information about biocide products that are not yet under the authorisation procedure, must be submitted to the chemical products register on demand. Company that prepared the chemical notificationsubmit also thequantitative information . These quantities must be reported in tonnes to the accuracy of a kilogram.

Quantitative information related to plant protection products

Holders of plant protection product authorisations must annually submit information about quantities of products placed on the Finnish market in kilograms through KemiDigi. The obligation to submit information is always carried by the authorisation holder, even if they have not directly placed the product on the market. The obligation applies also to holders of authorisations by derogations.

All plant protection products placed on the Finnish market must be in the Tukes plant protection products register, and only approved products can be placed on the market.

All products which authorisation was valid during theyearin question, will automatically be listed in the quantity report of the authorisation holder.  As products cannot be added to the quantity report or removed from it, information about each product can only be submitted through the authorisation holder’s account.

Companies that are holders of a product authorisation and also obligated to submit a chemical notification for the product

When a company has been an authorisation holder and obligated to submit a chemical notification for the product, it will have access to the quantity report for biocidal or plant protection product authorisation holders and the quantity report for chemicals for which a chemical notification has been submitted. Both of these reports will include the same product. 

In this case, information about the quantity of the chemical placed on the market is required only to be submitted through the quantity report for biocidal or plant protection products, from which the quantity will be transferred automatically to the quantity report for chemicals for which a chemical notification has been submitted.
