Qualifications compliant with Regulation (EU) 2024/573 that are valid for seven years after the date of the Tukes-issued certificate
A1–A1 A: Equipment containing at least 3kg of refrigerant, F-gases and hydrocarbons
Refrigeration qualifications (issued by Tukes) are required for the installation, maintenance, servicing, repair, decommissioning, leak checks and recovery of devices.
You can apply for the A1 qualification for a responsible person if you have at least two years of work experience in refrigeration and have completed one of the following: Note! The qualification in refrigeration must have been completed in accordance with the requirements of 1 August 2025.
- refrigerant handling unit of the Further Vocational Qualification in Building Maintenance Technology, or
- refrigeration technology competence area (or Master of Refrigeration) of the Specialist Vocational Qualification in Building Maintenance Technology
You can apply for the A1 A qualification for a fitter after completing two units of the Further Vocational Qualification in Building Maintenance Technology:
- refrigerant handling and
- one of the following:
- repair and maintenance of the cooling components of a refrigeration plant,
- installation and maintenance of cooling systems for ventilation,
- installation of refrigeration systems for rolling stock, or
- installation and maintenance of large heat pumps.
You can also apply for the A1 A qualification for fitter by completing three units of the Vocational Qualification in Building Maintenance Technology:
- use of refrigerants
- installation and adjustment of refrigeration plants
- installation and maintenance of F-gas and hydrocarbon refrigeration plants.
A2–A2 A: Equipment containing under 3kg of refrigerant, F-gases and hydrocarbons
Refrigeration qualifications (issued by Tukes) are required for the installation, maintenance, servicing, repair, decommissioning, leak checks and recovery of devices.
You can apply for the A2 qualification for a responsible person when you have at least one year of work experience in the operator’s sector (e.g. electrical, HVAC or plumbing work, oil or gas installation work, or machine maintenance and repair work) and you have completed one of the following units of the Further Vocational Qualification in Building Maintenance Technology:
- installation and maintenance of heat pumps or
- refrigerant handling.
You can apply for the A2 A qualification for a fitter after completing one of the following:
- installation and maintenance of heat pumps unit of the Further Vocational Qualification in Building Maintenance Technology, or
- installation of small refrigeration systems and air source heat pumps unit of the Vocational Qualification in Building Maintenance Technology.
B–B A: Stationary refrigeration, air conditioning and heat pump equipment, CO2, no charge size limit
Refrigeration qualifications (issued by Tukes) are required for the installation, maintenance, servicing, repair, decommissioning, leak checks and recovery of devices.
You can apply for the B qualification for a responsible person when you have at least two years of work experience with carbon dioxide refrigeration or with refrigeration or heat pump equipment containing at least three kilograms of refrigerant (e.g. installation and maintenance tasks, supervisory tasks such as installation supervision or refrigeration plant projects and refrigeration plant design). You must also complete one of the following:
- refrigerant handling unit of the Further Vocational Qualification in Building Maintenance Technology, or
- refrigeration technology competence area (or Master of Refrigeration) of the Specialist Vocational Qualification in Building Maintenance Technology
You can apply for the B A qualification for a fitter after completing one of the following:
- two units of the Further Vocational Qualification in Building Maintenance Technology: refrigerant handling (or use of refrigerants unit of the Vocational Qualification in Building Maintenance Technology) and installation and maintenance of carbon dioxide refrigeration systems, or
- three units of the Vocational Qualification in Building Maintenance Technology: use of refrigerants, installation and adjustment of refrigeration plants, and installation and maintenance of carbon dioxide refrigeration plants.
C–C A: Stationary refrigeration, air conditioning and heat pump equipment, ammonia, no charge size limit
Installation, maintenance, servicing, repair, decommissioning, leakage checking, recovery
You can apply for the C qualification for a responsible person when you have at least two years of work experience in ammonia refrigeration or with refrigeration or heat pump systems containing at least three kilograms of refrigerant. You must also have completed
- the refrigerant handling unit of the Further Vocational Qualification in Building Maintenance Technology, or
- the refrigeration technology competence area (or Master of Refrigeration) of the Specialist Vocational Qualification in Building Maintenance Technology.
You can apply for the C A qualification for a fitter after completing:
- two units of the Further Vocational Qualification in Building Maintenance Technology: refrigerant handling (or use of refrigerants unit of the Vocational Qualification in Building Maintenance Technology) and installation and maintenance of industrial ammonia refrigeration systems, or
- three units of the Vocational Qualification in Building Maintenance Technology: use of refrigerants, installation and adjustment of refrigeration plants, and installation and maintenance of ammonia refrigeration plants.
E A: Leakage checking, F-gases
You can apply for the fitter’s qualification after completing the course that covers the knowledge and skills set out for the E operating right in Annex I to the Commission’s Implementing Regulation (EU) 2024/2215.
Air conditioning systems in vehicles, tractors and machinery, M1–M4 qualifications
M1–M1 A: F-gases and hydrocarbons as refrigerant
Maintenance, servicing, repair, leakage checking and recovery
You can apply for the M1 qualification for a responsible person after completing one of the following:
- Vocational Qualification, Further Vocational Qualification or Specialist Vocational Qualification in the Vehicle Sector or
- degree applicable to the vehicle sector (technical supervisor, technician or engineer)
You must also complete a qualification test held by a Tukes-approved party.
The owner of a car dealership may act as a responsible person also without a qualification if they have completed a qualification test held by a Tukes-approved party.
You can apply for the M1 A qualification for a fitter after completing the following:
- thermal management system repairs unit (15 cp) of the Vocational Qualification in the Vehicle Sector or other sufficient educational background in the automotive field (e.g. certificate of training by the manufacturer or importer)
- a qualification test organised by a party authorised by Tukes.
M2–M2 A: F-gases and hydrocarbons as refrigerant
Maintenance, servicing, leakage checking and recovery with maintenance equipment
You can apply for the M2 qualification for a responsible person after completing one of the following:
- Vocational Qualification, Further Vocational Qualification or Specialist Vocational Qualification in the Vehicle Sector, or
- degree applicable to the vehicle sector (technical supervisor, technician or engineer).
You must also complete a qualification test held by a Tukes-approved party.
The owner of a car dealership may act as a responsible person also without a qualification if they have completed a qualification test held by a Tukes-approved party.

M3–M3 A: carbon dioxide as refrigerant
Maintenance, servicing, repair, leakage checking and recovery
You can apply for the M3 qualification for a responsible person after completing one of the following:
- Vocational Qualification, Further Vocational Qualification or Specialist Vocational Qualification in the Vehicle Sector or
- degree applicable to the vehicle sector (technical supervisor, technician or engineer).
You must also complete a qualification test held by a Tukes-approved party.
The owner of a car dealership may act as a responsible person also without a qualification if they have completed a qualification test held by a Tukes-approved party.
You can apply for the M3 A qualification for a fitter after completing the following:
- thermal management system repairs unit (15 cp) of the Vocational Qualification in the Vehicle Sector or other sufficient educational background in the automotive field (e.g. certificate of training by the manufacturer or importer)
- a qualification test organised by a Tukes-approved party.
M4 A: F-gases

You can apply for the M4 A qualification for a fitter after completing the qualification test.
SAK–SAK A: Stationary fire extinguishing equipment, F-gases and their replacements as refrigerant
Refrigeration qualifications (issued by Tukes) are required for the installation, maintenance, servicing, repair, decommissioning, leak checks and recovery of devices.
A responsible person must have a valid Tukes-issued qualification for a responsible person of an automatic fire extinguishing systems installation business, in accordance with section 13 of the Act on Certain Fire Safety Equipment 191/2024.
You can apply for the SAK qualification for a responsible person after you have completed Kiwa Impact Oy’s test for a responsible person, and you have at least three years of work experience in the design, installation or maintenance of automatic fire extinguishing systems (Act on Certain Fire Safety Equipment 191/2024, section 13).

You can apply for the SAK A qualification for a fitter after completing a qualification test organised by a Tukes-approved party.
SK A: Electrical switchgear, F-gases as refrigerant
Installation, maintenance, servicing, repair, decommissioning, recovery
You can apply for the fitter's qualification after completing a qualification test organised by a Tukes-approved party (compliant with Annex I of Regulation (EU) 2025/627).
JÄ–JÄ A: Recovery of waste electrical and electronic equipment (WEEE)
The JÄ qualification is required for electrical and electronic equipment that is scrapped during the recovery of refrigerants under Decree 519/2014 (WEEE recovery).
Note! Storage and handling facilities must have an environmental permit.
The maximum allowed amount is less than 3kg of refrigerant and less than 5 tonnes of CO2 equivalent of refrigerant.
You can apply for the JÄ qualification for a responsible person after completing either the technical training or the basic training for a waste transfer station operator (Vocational Qualification or Further Vocational Qualification in Waste and Recycling Management), and training that covers the knowledge and skills set out in Annex X to Regulation 2025/xxxx.
