Qualification of personnel and qualification requirements

Y3: equipment containing 3 kg or more of refrigerant

Installation, maintenance, servicing, repair, decommissioning, leakage checking and recovery activities on this equipment require a qualification in refrigeration granted by Tukes.


You can apply for the appointed responsible person's certificate of qualification (y3) if you have at least 2 years of work experience in refrigeration and you have completed any of the following:

  • a qualification applicable to the field of refrigeration (work technician, technician, engineer or graduate engineer) and the first unit, “refrigerant handling”, in the Further Qualification in Refrigeration Fitting. NOTE! Applicants can use the qualification of work technician to demonstrate their competence until 31 December 2018.
    or
  • Further Qualification in Refrigeration Fitting, or
  • Specialist Qualification in Refrigeration Fitting.

The appointed responsible person is responsible for ensuring that the operations comply with the environmental protection requirements and that the fitters meet the qualification requirements.

You can apply for the fitter's certificate of qualification (y3a) if you have completed any of the following:

  • Further Qualification in Refrigeration Fitting, or
  • in the Further Qualification in Refrigeration Fitting, at least unit 1 and some of the optional units 4 to 8, i.e. “refrigerant handling” and an optional installation and maintenance unit, or
  • in the Vocational upper secondary qualification in Building Maintenance Technology,
    units “installing refrigeration components and pipes” and “commissioning a refrigeration unit”.

E3: equipment containing less than 3 kg of refrigerant

Installation, maintenance, servicing, repair, decommissioning, leakage checking and recovery activities on this equipment require a qualification in refrigeration granted by Tukes.

You can apply for the appointed responsible person's certificate of qualification (e3) if you have at least 1 year of technical work experience in, for example, HVAC, plumbing or electrical installation, and you have completed any of the following:

  • in the Further Qualification in Refrigeration Fitting, unit “refrigerant handling”, or
  • in the Further Qualification for Household Appliance Fitters, unit “installations, servicing and repairs of refrigeration equipment”, or
  • in the Further Qualification for Heating Equipment Fitters, unit “heat pump heating equipment”.

The appointed responsible person is responsible for ensuring that the operations comply with the environmental protection requirements and that the fitters meet the qualification requirements.

You can apply for the fitter's certificate of qualification (e3a) if you have completed any of the following:

  • in the Further Qualification for Household Appliance Fitters, unit “installations, servicing and repairs of refrigeration equipment”, or
  • in the Further Qualification for Heating Equipment Fitters, unit “heat pump heating equipment”, or
  • in the Vocational upper secondary qualification in Building Maintenance Technology, unit “installing small refrigeration appliances”.

KU: Vehicle air-conditioning equipment

Installation, maintenance, servicing, repair, decommissioning, leakage checking and recovery activities on this equipment require a qualification in refrigeration granted by Tukes.

You can apply for the appointed responsible person's certificate of qualification (ku) if you have any of the following:

  • a vocational upper secondary qualification, further qualification or specialist qualification in the vehicle sector, or
  • a qualification applicable to the vehicle sector (work technician, technician or engineer), or
  • a qualification required for equipment containing 3 kg or more, or less than 3 kg, of refrigerant.

If you do not have a qualification in the vehicle sector, the owner of a repair shop may act as an appointed responsible person for the relevant activities on vehicle air-conditioning equipment if he/she completes the relevant qualification test organised by a provider authorised by Tukes.

The appointed responsible person is responsible for ensuring that the operations comply with the environmental protection requirements and that the fitters meet the qualification requirements.

You can apply for the fitter's certificate of qualification (kua) if you have completed the relevant qualification test organised by a provider authorised by Tukes.

SA K: Stationary fire extinguishing equipment, F gases

Installation, maintenance, servicing, repair, decommissioning, leakage checking and recovery activities on this equipment require a qualification in refrigeration granted by Tukes.

The appointed responsible person must have a valid certificate of qualification of the appointed responsible person of automatic fire extinguishing equipment installation company (SA K), granted by Tukes in accordance with the Rescue Equipment Act (Laki pelastustoimen laitteista 10/2007).

You can apply for the appointed responsible person's qualification (SA K) if you have an applicable qualification from a technical institute or polytechnic, and you have completed a fire extinguishing equipment questioning organised by a provider authorised by Tukes.

You can apply for the fitter's certificate of qualification (SA K a) if you have completed the relevant qualification test organised by a provider authorised by Tukes.

The appointed responsible person is responsible for ensuring that the operations comply with the environmental protection requirements and that the fitters meet the qualification requirements.

JÄ: Waste management: Recovery of waste electrical and electronic equipment (SER/WEE)

Recovery of waste electrical and electronic equipment that fall in the scope of the Government Decree on Waste Electrical and Electronic Equipment 519/2014. NB: An environmental permit is required for the storage and handling site!

Equipment containing 3 kg or more of refrigerant and 5 tonnes or more of carbon dioxide equivalent of refrigerant is subject to equipment-specific qualification requirements, see section Y3.

Equipment containing less than 3 kg of refrigerant and less than 5 tonnes of carbon dioxide equivalent of refrigerant (jä).

You can apply for the appointed responsible person's certificate of qualification (jä), if you have completed either technical education/training or vocational upper secondary education and training for waste transfer station operator, i.e. the Further Qualification in Waste and Recycling Management, and completed the relevant qualification test (the contents of the qualification test are specified in Annex 8 of Government Decree 766/2016).

You can apply for the fitter's certificate of qualification (jä a) if you have completed the relevant qualification test (the contents of the qualification test are specified in Annex 8 of Government Decree 766/2016).

Refrigerated units of refrigerated trucks and trailers containing 3 kg or more of refrigerant

Installation, maintenance, servicing, repair, decommissioning, leakage checking and recovery activities on this equipment require a qualification in refrigeration granted by Tukes.

The company does not need to submit a notification of operation.

You can apply for the fitter's certificate of qualification (y3a) if you have completed any of the following further vocational qualifications or units thereof:

  • Further Qualification in Refrigeration Fitting, or
  • in the Further Qualification in Refrigeration Fitting, at least unit 1 and some of the optional units 4 to 8, i.e. “refrigerant handling” and an optional installation and maintenance unit, or
  • in the Vocational upper secondary qualification in Building Maintenance Technology,
    units “installing refrigeration components and pipes” and “commissioning a refrigeration unit”.

Equipment of ships and vessels containing 3 kg or more or refrigerant

Installation, maintenance, servicing, repair, decommissioning, leakage checking and recovery activities on this equipment require a qualification in refrigeration granted by Tukes.

The company does not need to submit a notification of operation.

You can apply for the fitter's certificate of qualification (y3a) if you have completed any of the following further vocational qualifications or units thereof:

  • Further Qualification in Refrigeration Fitting, or
  • in the Further Qualification in Refrigeration Fitting, at least unit 1 and some of the optional units 4 to 8, i.e. “refrigerant handling” and an optional installation and maintenance unit, or
  • in the Vocational upper secondary qualification in Building Maintenance Technology,
    units “installing refrigeration components and pipes” and “commissioning a refrigeration unit”.

Applying for a personal qualification in refrigeration (appointed responsible person and/or fitter)

1. Check the qualification requirements
Check the qualification requirements from Tukes’s website before you apply. It is worth applying for an appointed responsible person’s qualification if you satisfy the qualification and work experience requirements even if you do not currently need it in your work.

2. Log in
Go to https://sahkoinenasiointi.ahtp.fi/_/uusi/tukes_kylmaalapatevyys and log in using your online banking details or mobile ID.

3. Fill in the application form and upload your documents
Fill in the required fields in the online application form and upload the documents listed in the qualification table. You can save your application at any time and come back to finish it later.

4. Track the progress of your application
Updates about the progress of your application will be sent to you by e-mail. You will know that Tukes has begun to process your application once you receive an e-mail with a case number from [email protected] If you have not received the e-mail, check that it has not gone into your junk e-mail folder.

5. Check your details in the register for persons and companies authorised to do refrigeration work
You can be named as a refrigeration equipment company’s appointed responsible person and/or fitter as soon as your application has been granted. Your name, home town and qualification will be automatically added to the register for persons and companies authorised to do refrigeration work.

6. Confirm your appointment
Once your company submits a notification of operation naming you as their appointed responsible person, you will need to confirm your appointment via a link sent to you by e-mail or by logging in.

7. Pay the processing feel
A bill for the processing fee based on Tukes’s price list will be sent to you separately.
