In Finland, Tukes and Finnish Customs supervise that cosmetic products that are on the market are safe.

Cosmetics and cosmetic products must comply with the requirements of the EU Regulation on Cosmetic Products and the Act on Cosmetic Products.

The responsible person is responsible for the safety of the cosmetic product.

The EU Regulation on Cosmetic Products

  • regulates all cosmetic products imported to EU/EEA markets, including the Finnish market;
  • provides rules aimed at ensuring safety of cosmetic products and a high level of protection for human health;
  • contains a list of substances prohibited in cosmetic products and substances which are allowed with restrictions.

The Finnish national cosmetics legislation includes stipulations on the following

  • authorities and their duties;
  • surveillance of the EU Regulation on Cosmetic Products;
  • labelling of cosmetic products and language requirements set for product information files kept in Finland; and
  • sanctions for non-compliance.

Cosmetics legislation applies to cosmetic products intended for both consumer and professional use.

Who supervises safety of cosmetics in Finland? How?

In Finland and other EU/EEA countries authorities do not approve or inspect cosmetic products before they are placed on the market. Authorities conduct random checks to supervise cosmetic products that are already on the market.

In Finland, Tukes and Finnish Customs supervise that cosmetic products are in compliance with cosmetics legislation.

Authorities may implement supervisory measures for reasons such as the following

  • notifications submitted by consumers on non-compliant products or products that have caused serious undesirable effects;
  • Tukes’s own surveillance projects; or
  • notifications received from the  Safety Gate system.

  • manufacturers, importers and distributors operating in Finland.
