Authorisation conditions for Insecticides
In Finland, national conditions have been set for the approval of insecticides and other products intended for controlling arthropods. These conditions apply to all Product Type 18 authorisation decisions issued after 1 December 2025.
Terms of approval:
1. Products intended for consumer use must be easy-to-use, ready-to-use products, and any equipment required for application must be supplied with the product packaging. Risk mitigation measures must be simple and easy to implement without additional equipment. The safe use of products does not require the environment to be protected by plastic coverings, for example. Products can be used several times, without any longer waiting times between times of application.
2. Products intended for the control of cockroaches and bedbugs may be approved for consumer or professional use only when the product contains the following active substance:
- Silicium dioxide (CAS 61790-53-2)
3. Products intended for consumer or professional use with a general claim for crawling insects must be labelled with the restriction:
“Not for cockroach or bed bug control.”
4. Products intended for consumer or professional use are not approved for outdoor use with general claims such as “for the control of flying and crawling insects.”
5. Products intended for consumer or professional use may be approved for outdoor use only for the control of harmful insects. Harmful insects are defined as those that pose a risk to human health or cause damage to buildings and objects.
6. If a product is intended for several user groups, but the application rate, place of use, method of use or target organisms are different in each user group, then there must be separate labels for each user groups.
Trained professionals
Trained professionals are one of the user categories for biocidal products. For product type 18, the following are considered trained professionals:
- Pest control operators with appropriate qualifications as laid down in the Finnish Chemicals Act (Finnish Chemicals Act 599/2013, Government Decree on Biocidal Products 418/2014)
- Persons with appropriate qualifications in plant protection using PT18 products in their agricultural activities (act on amendments to the Finnish Chemicals Act 746/2016, Finnish Plant Protection Act 1563/2011)
