Once you have received an exploration permit

Read the decision carefully

The decision contains various permit regulations that your exploration must comply with.

You may begin the exploration after the decision you received is legally valid, i.e. the appeal period has expired, and the decision has not been appealed, or any appeals have been processed by the Administrative Court and the permit has been found legally valid. If Tukes has issued an enforcement order for your permit, you may begin the exploration before the permit decision is made legally valid.

Before commencing the exploration

  • Compensate all landowners as specified in the decision.
  • Pay the collateral in accordance with the decision.
  • Present the exploration plan to the authorities and landowners specified in the decision.

Landowner compensation

Annual exploration fee per property:

  • 20 euros per hectare for each of the first four years of validity of the exploration permit,
  • 30 euros per hectare per year for the fifth, sixth, and seventh year of validity of the exploration permit,
  • 40 euros per hectare for the eighth, ninth and tenth year of validity of the exploration permit,
  • 50 euros per hectare for the eleventh and for further years of validity of the exploration permit.

Furthermore, the permit holder must issue separate compensation for any damage and harm cased by its operations in the exploration area. These are generally damage to individual trees.

Pay the collateral

A permit-specific collateral is ordered for exploration permits. The collateral is paid to the Finnish Safety and Chemicals Agency's bank account. This must be done in 30 days after the exploration permit has been issued.

Prepare an annual report to Tukes on the exploration and its results

The permit holder must prepare an annual report on its operation for Tukes. The deadline is the last day of June. The annual report must describe the exploration operations for the past year, the methods used, the results, and the possible environmental effects.

Hold an annual public event

Permit holders must hold an annual public event, where they announce their exploration activities in the past year and the results thereof, as well as future plans. It is possible to present the plans for several exploration permits that are in the same area. The event may be held in-person, online, or as a combination thereof.

Seek an extension for the exploration permit, if necessary

If you want to extend the validity of your permit, submit the extension application before the permit expires. Exploration permits may be valid for a maximum of 15 years.

Applying for an extension is essentially the same as the initial permit application. In this application, provide the reasons for the extension (e.g. there have been effective exploration activities in the area that have provided indicators of mineralisation that requires further study). The application process is similar to that of the initial application.
