Submitting information on chemicals
Companies must use a chemical notification to submit information about the chemical they have placed on the Finnish market to the relevant authority. Information about the quantities of chemicals placed on the market is also collected.
The information must be submitted to the chemical products register maintained by Tukes through the KemiDigi system. The information to be submitted is based on the information contained by safety data sheets.
In addition to the chemical products register, KemiDigi includes the biocides and plant protection products registers and the substance register. In addition, companies can maintain Chemical list in the system for various purposes, including the large-scale storage and handling of chemicals and environmental permits.
What kinds of chemicals need to be declared?
Companies must submit a chemical notification for chemicals classified under the CLP Regulation and unclassified chemicals that contain hazardous or harmfulsubstances.

In addition to chemicals intended for professional and industrial uses, a chemical notification must be submitted for chemicals intended for consumers, for which a safety data sheet must be provided on request, and for chemicals manufactured and imported for company’s own use.
When is a chemical notification not required?
A chemical notification is not required for:
- Articles
- Cosmetics
- Non-hazardous chemicals
- Chemicals that are manufactured in Finland but not placed on the market in Finland
- Derogations from submitting a safety data sheet as laid down in the REACH Regulation
Furthermore, a chemical notification is not required in the following exceptions:
- the chemical is used for product- and process-oriented research and development;
- the chemical is used in scientific research and development;
- less than 100 kg of the chemical is delivered for professional or industrial use in a year per company.
The derogation defined in item 3 does not apply to biocidal and plant protection products or chemicals intended for consumers, for which a chemical notification must be submitted, regardless of the quantity placed on the market.
The derogations defined in items 1 and 2 do not apply to chemicals used in regular laboratory activities, for which a chemical notification must be submitted, with the derogation defined in item 3.
Who must submit a chemical notification?
The chemical notification must be submitted by the Finnish manufacturer or an importer of the chemical that has a Finnish business ID.
Each chemical importer must submit a chemical notification and report the quantities they have imported, even if several companies imported the same chemical.
Where must the chemical notification be submitted?
The chemical notification must be submitted to the chemical products register in the KemiDigi system.
Companies must provide their KemiDigi users with an authorisation for chemical data management in the Suomi.fi service. After receiving an authorisation, users can log in to the KemiDigi system as their company’s representative at www.kemidigi.fi/kirjaudu using the Suomi.fi e-Identification service.
In the KemiDigi system, a company’s main user must provide their users with the right to process the company’s chemical notifications. Once users have received their user rights, they can create, update and inactivate their company’s chemical notifications.
The authorisation granted for a user must be removed in the Suomi.fi service when the user no longer acts as the company’s representative.
When must a chemical be reported to the register?
The chemical notification of a chemical must be published in the chemical products register for as long as the company places the chemical on the market.
The chemical notification must be submitted when the placement on the market begins. When the company ends the placement of the chemical on the market, the submitter can inactivate the chemical notification in the system, even though retailers or users still have the chemical available on the market.
What information must be submitted?
The chemical notification includes information about the submitter of the notification, the classification and labelling of the chemical, and its substances, physical form and pH, as well as transport information, as listed in sections 1, 2, 3, 9 and 14 of the safety data sheet. In addition, the chemical’s intended use code must be reported (EuPCS). The chemical’s safety data sheet must also be attached with the chemical notification.
If required, a safety data sheet can be prepared in KemiDigi. It is automatically saved as an attachment to the chemical notification.
Information about several chemicals placed on the market under different trade names can be submitted using a single chemical notification if they all carry the same information.
When must the chemical notification be updated?
A chemical notification must be updated if there are significant changes in the information submitted.
Information has changed significantly if:
- the chemical’s safety data sheet has been updated;
- there are changes in the chemical’s hazardous properties, classification or labelling;
- new information affecting risk management measures is available; and
- information about the company has changed (e.g. the company name).
How is the information used?
Information contained by chemical notifications and information about quantities of substances placed on the market, as determined based on the information provided about chemical quantities, are used by the authorities that work with chemicals in their activities.
In the chemical products register, the national authorities have access to the most real-time information possible about chemicals available on the Finnish market and used in Finland, which they use in supervision, permit processes, the development of legislation, and assessment and risk management measures. Collecting information about chemicals available on the national market and their quantities is important for health and environmental protection.
The information published by the chemical products register cannot be used to draw conclusions concerning the chemicals of individual companies.
Fees
Invoicing related to the chemical products register is carried out once a year. The fees charged for processing Chemical Notifications are based on the number of notifications submitted by each business. The annual fee is €26 per notification per year. However, sthe maximum invoiced amount is €5,200 per year.
No fee is charged for voluntarily submitted chemical notifications.
