The Finnish Safety and Chemicals Agency (Tukes) and the Finnish Swimming Teaching and Lifesaving Federation (FSL) explain that you can prevent drowning by strengthening swimming and water safety skills and by making sure the beaches are safe and sufficiently guarded.
